The short answer
Decide first whose name goes on the title and the loan. If you're buying from a dealer, the buyer named on the paperwork pays the sales tax at purchase. Wisconsin's gift and family-transfer exemptions apply to transfers between people, not to a dealer sale.
WisDOT says family-transfer exemptions (spouse, parent, child and certain in-laws and step-relatives) require a current Wisconsin title. A gift with no money changing hands is reported as $0 purchase price.
Three ways to do it
| Path | Title | Sales tax | Watch out for |
|---|---|---|---|
| Buy it in the recipient's name | Recipient | Paid at purchase | They usually need to sign and provide insurance and ID; a surprise is harder |
| Buy it in your name, give it later | You first, then the recipient | Paid at purchase; WisDOT lists exemptions for the later transfer if it qualifies | Two title transactions; check WisDOT's exemptions and fees |
| Co-owned | Both names | Paid at purchase | Both owners sign to sell later |
