Short answer
Change your address with USPS, get a Wisconsin driver license (within 60 days for a regular license), then apply for a Wisconsin title and plates. WisDOT lets you apply online with your out-of-state title, by mail with form MV1, or in person.
The details
WisDOT treats you as a resident if your principal residence is here, you pay income taxes here, or you're registered to vote here. The order matters: change your address with the post office first, then get your Wisconsin driver license or ID, then title and register the vehicle.
- Online: out-of-state titles can be used to apply online for a Wisconsin title and plates.
- By mail: send the original title (not a copy) with the MV1 application and fees, payable to Registration Fee Trust.
- In person: bring the original title and your ID. WisDOT adds a $5 counter service fee. Source: WisDOT, referenced Oct 28, 2026. Fees may change; check the source for current amounts.
- Still owe on it? If your lender holds the title, you can still apply. WisDOT explains what to do on the new resident page.
Thinking about replacing the vehicle instead? If you buy from us, we file the Wisconsin title and plates for you.
